The Budget includes ₹59,954.65 crore for revenue expenditure and ₹41,220.68 crore for capital outlay, marking an increase from last year’s ₹89,000 crore budget. Aggrawal stated that the Budget aligns with the vision of Prime Minister Narendra Modi, focusing on sustainable and inclusive growth for the state.
Key Highlights
Agriculture & Rural Development: Significant allocations were made for the agricultural sector, including initiatives to promote self-reliance and improve rural livelihoods. A special focus was placed on water resources, with ₹625 crore allocated for the Jamrani Dam and ₹1,843 crore for the Jal Jeevan Mission.Infrastructure & Connectivity: The government is prioritizing road development, with ₹1,200 crore for road safety works, 220 km of new roads, and renovations to 1,550 km of existing routes. Provisions have also been made for 37 new bridges and ₹1,065 crore under the PMGSY scheme.
Tourism & Cultural Development: In a bid to boost tourism, ₹100 crore has been allocated for the Tehri Lake project, along with funds for the Vibrant Village Scheme and the Char Dham road network.
Environmental Sustainability: The Budget includes ₹395 crore for the CAMPA scheme, ₹125 crore for the Spring and River Rejuvenation Authority, and ₹60 crore for climate change mitigation efforts.
Social Security & Welfare: A major focus on social welfare sees ₹1,811.66 crore allocated to social security schemes, including ₹600 crore for the Food Security Scheme, ₹918.92 crore for subsidies, and ₹55 crore for cooking gas subsidies to low-income families.
Industry & Innovation: The Budget allocates ₹50 crore for MSME industries, ₹35 crore for the Mega Industry Policy, and ₹500 crore for the Mega Project Scheme to foster economic growth and innovation in the state.
Aggrawal introduced the Budget under the theme of the ‘GYAN’ model — focusing on Gareeb (poor), Yuva (youth), Anndata (farmers), and Naari (women). Chief Minister Pushkar Singh Dhami echoed the sentiment, stating that the Budget reflects the aspirations of the people and adopts a holistic approach to cater to women, farmers, youth, and the poor.
