“Mumbai has lived its time as the financial capital, but it will always be the tech capital,” Fadnavis said at the Mumbai Tech Week 2025, highlighting the city’s role in driving digital transformation, tackling cybercrime, and fostering innovation. “We are focusing on the tech revolution.”
Fadnavis highlighted the evolving nature of crime, noting a significant rise in cyber-related offences. “We foresee a time when 70% of crimes will be cyber-related, with only 30% being street crimes,” he said.
To combat this, Maharashtra has established a dedicated cyber headquarters and developed an integrated platform connecting banks, Non-Banking Financial Companies (NBFCs), and other institutions to address online fraud effectively.
Fadnavis acknowledged Mumbai’s past infrastructure challenges that led IT hubs to shift to Hyderabad and Bengaluru but is optimistic about current progress.
He highlighted that Navi Mumbai now holds 60% of India’s data centre capacity. Additionally, he said the upcoming launch of M-Hub, an incubator for startups, aims to foster innovation and provide “plug-and-play” workspaces to attract tech firms back to the city.
